Members of the James Monroe
Memorial Foundation and esteemed scholars will review all
submissions for strength of thesis, clarity, research
applicability, style and treatment of the chosen topic. The
paper should be reflective, demonstrating hard work, sound
judgment, and sensitivity to the complexities of the
subject’s issues. The paper should contain very few
errors, none of which serves to undermine the effectiveness
of the paper for well-informed readers. Three winners will
